A Level 3 laboratory housed in national labs space needed to test and validate its facility plans for responding to a medical emergency/pathogen spill in containment and responding to an insider threat.


Our scenario included two threats: a medical emergency and contained biological agent spill that triggered a 911 call and rescue operations by fire, EMS, and laboratory personnel, and attempted unauthorized access to restricted laboratory spaces. We designed and delivered a one-day full scale exercise, an associated drill, a medical emergency hot wash, and an unauthorized entry after-action workshop.


Our novel drill-within-an-exercise approach allowed the lab to validate two facility plans at once, demonstrating an effective and efficient public-private sector approach to lab biosafety and security.
