The city of Long Beach, California, wanted to mount a full-scale, functional bio-response exercise involving multiple federal and local agencies, three phases, and two sites. The goal was to test and improve preparedness for a biological event.


HWC worked with our clients to design and implement Dark Tide, an exercise that tested detection, environmental sampling, decontamination, and other response capabilities for anthrax.


Participant feedback was exceptional. Dark Tide yielded a comprehensive after-action report and improvement plan that the Long Beach Department of Health and Human Services is already implementing.
