Wayne Willis

Wayne founded HWC as the natural next step in a career dedicated to helping clients carry out their critical missions. He thrives on autonomy, challenge, and balance, and works to create a culture in which employees can do the same.

Blending public policy, analytical, and governance skills with a strong systems and project management background, Wayne has more than 25 years of experience in the public and private sectors. As a founding member of the Government Technology & Services Coalition, he is a thought leader among small- and mid-sized businesses in the homeland security and defense sector.

Wayne has a bachelor’s degree in political science and a master’s degree in environmental studies. He loves using sophisticated analytical tools and knowledge management systems to help clients solve difficult problems. As the founding partner of HWC, he oversees business development and future capability development.

Kira Brooks

After studying engineering at the University of Virginia and Stanford, Kira spent the early years of her career as a management consultant in a Silicon Valley startup. She joined HWC in 2007 for a front-row seat in helping build a government consulting practice. She’s motivated by mission and work that matters, and she loves seeing the direct impact of her work.

Kira is a civil engineer who is certified as a Program Management Professional, Project Management Professional, and Professional Engineer. She’s also a highly successful program manager who has run projects in engineering, organizational strategy, communications, and IT. She has more than 20 years of experience, most of it in the homeland security & defense and emergency management spheres.

A partner since 2013, Kira oversees client delivery for HWC. She believes in creating an inspired, innovative, and motivational culture that balances client, company, and personal needs.

Philippe Lopez

Philippe has more than two decades of experience in corporate finance and business operations, program management, and technology investment strategies, both in the United States and abroad. He’s a systems engineer who is an expert in biological detection systems, power systems, magnetic silencing systems, and other complex technologies.

Philippe holds master’s degrees in finance, business administration, and engineering and has experience in financial, scientific, and life-cycle modeling. He became a partner in 2015, and oversees business operations and infrastructure.

Philippe is dedicated to our clients’ missions, the idea that good government can change the world for the better, and the belief that highly motivated people deliver greater impact. He puts people first to foster a work culture that prizes integrity, creativity, flexibility, and persistence.

Shari Willis

Shari focuses on the intersections of communications and behavioral science. She has worked in marketing, communications, research, consulting, and academe. She has more than 20 years of experience in the public and private sectors.

Shari’s philosophy of work centers on meaning, growth, and balance. She enjoys learning and applying new best practices and skills, and maintains memberships in professional organizations like the International Positive Psychology Association.

Shari has a BA in journalism, an MS in counseling psychology, and a Ph.D. in counseling and personnel services. A partner since 2012, she became actively involved at HWC in 2015 and now oversees marketing, proposals, and capability development. She loves helping our subject-matter experts and clients conceptualize their challenges and solutions and tell their stories.
